LAG-Beschluss: Für eine europäische online Spitzenduo-Abstimmung

1. Die LAG Europa unterstützt eine Online-Abstimmung für europäische grüne SpitzenkandidatInnen.

2. Als Ziel der Abstimmung fordern wir ein Duo an SpitzenkandidatInnen.

3. Wir fordern möglichst breite demokratische Legitimation und möglichst große Transparenz bei der Vergabe von Voten der Mitgliedsparteien der EGP an potentielle KandidatInnen.

4. Wir verstehen die Satzung der EGP so, dass bei einem Spitzenplatz die Person weiblich sein muss, bei einem Duo mindestens eine Person.

5. Wir raten davon ab, vollständige Anonymität zu einer Voraussetzung für diese Umsetzung der Abstimmung zu machen, weil dies technisch schwer möglich sein wird. Auch unter diesen Bedingungen halten wir das mehr an Demokratie und die gesamteuropäische Bedeutung für so groß, dass wir für eine Abstimmung zu dieser Europawahl sind. Wir fordern möglichst großen Schutz der Daten und wollen auch selbst dazu beitragen, den Prozess in der Zukunft zu verbessern.

Im Entwurf des Annex A to the EGP Activities Plan 2013 auf den sich diese Resolution bezieht, heißt es vor dem Council:

Council requests the Committee to prepare the organisation of the election of one leading Green candidate by means of an open online primary and by a process that provides equal promotion and equal representation from the EGP. Candidates will be invited by the EGP to present themselves as of September 2013. Candidates must be eligible for election to the European Parliament. The candidates must present themselves for the European list on one of the lists (including alliances) of the Member Parties. They must present their political agenda in maximum two pages, be prepared to travel across the EU, to represent the Greens in the leading transnational debates with the other political families and to campaign transnationally to support member parties campaign activities. Each candidate must have the support of at least of the EU28 parties. The deadline for applications is three weeks before the Autumn Council 2013. The parties can only support one candidate. We consider the one leading EGP candidate to be the heart and the face of our campaign and the representative of our political family throughout the campaign. We will also express clearly that the Green leading candidate would be our choice for the EU Commission President, should the opportunity arise.

Council instructs the Committee to further develop the process for the
primary. The primary is open to the public for European Union citizens as of the age of 16 from the EU28 who pledge adherence to the Green cause and who are eligible to vote. The Committee has to organise this process guaranteeing the credibility and safety of the system used, the accountability and transparency of the system and the process, and anonymity for the voter.
